1) $CH_3Cl$ is an electrophile because it accepts the lone pair of electrons and $CH_3NH_2$ is a nucleophile because it donates the pair of electron. 2) The curved arrow originated from the $CH_3NH_2$ electron lone pair of nitrogen and goes towards the C in $CH_3Cl$. Then the electrons involved in the bond between C and Cl, go to Cl. 3) In this reaction there is no proton transfer. Therefore, it is not a Brønsted–Lowry acid–base reaction.
