As an anion is formed when an element gains an electron and a cation is formed when an element looses an electron. When an element gains an electron in its valance shell it causes an increases in the size of the valance orbital due to electron electron repulsion resulting in increased atomic size. On the other hand when cations loose an electron this repulsion goes down and decreases the atomic radii.
