Copper sulfate is an ionic compound, made up of Cu$_2$+ and SO$_4$ 2- ions held together by electrostatic forces. Because water is a polar molecule, it interferes with these electrostatic forces, hence 'breaking apart' the ionic bonds, which is why the CuSO$_4$ dissolves.
