We are given that the surface pressure of water is .97 atm and that the diver is 39 ft below the surface. Every 33ft of H$_2$O is 1 atm. Since we have 39ft between the surface and the diver we simply find how many atm by: 39ft/33ft = 1.18 atm Finally we just add the surface atm with the 1.18 atm to get: 1.18 atm + .97 atm = 2.1 atm
