When there is no change in temperature and volume, pressure is determined by number of particles in the gas. The gas with highest number of particles will have the highest pressure as the colliding of particles on the walls of the container are more. In this case, gas sample represented by diagram 1 has the highest number of particles and hence the highest pressure.
