Answer

The average rate of a reaction decreases over time because the concentration of reactants decreases over time and some reverse reactions occur. The instantaneous rate will also decrease with time for the reasons above. Initial rates are used by convention because there are no reverse reactions occuring at the instant the reaction begins, so the initial rate is a more accurate measurement of the actual reaction rate.
