Early in the life of the fetus, upper and lower limb buds are oriented similarly-- like little paddles with both soles, and palms facing medially. However, as development continues, the upper limb buds rotate laterally , but the lower limb buds rotate medially. This the reason why in the newborn or infant or adult the bones of the feet are lined up differently from those of the hands.
