A hydrogen bond is a bond between one slightly positive hydrogen atom and another slightly negative oxygen or nitrogen atom in different molecules. Since intermolecular hydrogen bonds require slightly negative or positive "poles" it would make sense that they depend on polar covalent intra-molecular bonds which result in these poles being formed.
