Differences in the volume of a sound are likely to be encoded by differences in firing frequency in nerve fibers from the inner ear. A way of encoding stimulus strength (volume) is that the more strongly a neuron is stimulated, the more frequently it fires. This allows the CNS to judge the stimulus strength from firing frequency.
