The best plot to create is a histogram. In order to create a histogram, put each digit possible (between 0 and 9) on the x-axis. Then, each time that digit is selected, put an "x" on top of the place the digit is on the x-axis. If the lottery is fair, all the columns should be about equal in size. We see, however, that there are not near as many 6's as other digits, so thus it follows that the lottery does not seem to be fair.
