First, get this equation into slope-intercept form, or $y = mx+b$ form. Do this by isolating y, and subtracting 3 from both sides. The result is $y = 0$. We can look at this numerically and say that $m = 0, b = 0$. So we know that the slope is 0, and the y-intercept is (0,0). Remember that the y-intercept means y when x =0, and y = 0 means y is always 0, so this makes sense. In any y = constant equation, we have a horizontal line with a slope 0. The x-intercept is the whole line. the x-intercept is where y = 0, and y is 0, so the x-intercept is at x = all real numbers.
