The textbook gives an example of a budget to be distributed to the military, with a mean vote of 10 billion dollars. And when more than 10 are proposed, those who wish the proposal to be less than 10 will vote for the median electorate. Likewise, in the case of a proposal, fewer than 10 electors choosing more than 10 billion dollars to vote for the median elector are expected.
