Answer

Economic efficiency is only partly a matter of high productivity or low marginal costs. Allocative efficiency depends on the requirement that the marginal benefit to society of producing another unit of a particular good exceeds the marginal cost. Even though total benefits to society from the production of most agricultural goods are high, low marginal costs are matched by low marginal benefits.
