Why is Paul transfixed by the Boy Who Never Grew?

Paul is transfixed because he not only sympathizes with the Boy Who Never Grew, but he sees his own situation in much the same way. Like the Boy Who Never Grew, Paul has been examined by the best of doctors.... he too is seen as a kind of freak, and like the "Boy" no one has found a cause or cure for his affliction.
