Why do you think Mr. Fisher seemed unglued at the meeting of the Homeowners Association?

On Wednesday, October 4, there's a meeting of the homeowners' association and Paul learns that in an effort to eliminate the muck fire, they've ordered water sprayed on the area, which didn't put out the fire but has created a breeding ground for mosquitoes. To combat the insects, a truck will be coming through every other evening to spray pesticides. I think Mr. Fisher is angry at what is being done.
