I believe that Paul's comments were inspired by a little bit of both, but even more than that, they were inspired by Paul's need to have the truth be known. His words came as a response to Mr. Bauer's lies, from a desire to stop him from blackening Luis' name. His actions were very brave, as the people around him wouldn't be happy about his revelation.
