Lucie's mother was trying to protect her from the knowledge of her father's imprisonment. No, I don't think it was a good idea, lies never come to good.

Lucie's mother didn't want her to know that his father could be still alive because she spent two years looking for him she turned every stone and knocked every door, but in vain, she didn't know if he was still alive or dead, so she wanted Lucie to avoid the pain of searching for him so she told her that he was dead to live happily and forget him.
