How did passengers on the Dover mail interact with each other? Why did they act this way?

Some passengers on the Dover mail interacted with each other communicating by discrete notes passed back and fourth. They didn't want the guards knowing their conversations. Also many passengers didn't trust each other. Nobody knew exactly who might be part of the uprising.
