While the concrete political applications in each of these thinkers' work are profoundly different (classic statist versus individual freedom model), there is a sense in which their respective views on the role of government are similar: namely, to prevent violence against fellow citizens. For Hobbes, this means curbing the natural state of chaos; for Locke, this means preventing any and all violations of individual rights.
