In addition to those directly involved, many others both inside and outside Germany knew that terrible crimes were being committed against Jews, yet did nothing to stop them. Did these people have a responsibility to act? If not, why not?

I think these people did have a responsibility to act in the name of humanity. Unfortunately human history is riddled with good people who did not act in the face of evil and injustice. The psychology behind this is complex.
