Which of Kipling's poems does this question pertain to?

Kiplng's poem alludes that Imperialism supplies the "uncivilized" with aid from the best men men on earth. Men who go into these countries and end famine, stop the spread of disease and serve the natives they interact with. He also believes that Imperialism supplies those less fortunate with institutions, laws, and organization.
