Who had power in Romeo and Juliet and how did they used it?

The only real power in the play, Romeo and Juliet, belonged to the Prince. We must remember, however, that the Friar held Romeo and Juliet's life in the balance. He thought he could end the feud between the Capulets and Montagues, through their children. But..... his potion had to work, communication had to be open, and all had to go as planned..... but it didn't. Thus, the only power he had was to maybe make thing right, but woefully, it all went wrong.
