Irony- Juliet is scolding the nurse for taking too long and lacking impulsive passion. Juliet and Romeo should be scolded for not taking long enough and having too much impulsive young passion,

"Had she affections and warm youthful blood,

She would be as swift in motion as a ball."

The first lines are a soliloquy when Juliet is alone.
