Romeo says, " stay not,be gone;live and hereafter say, A madman's mercy bade thee run away." To whom is this directed and why?

Romeo directs this at Paris when Paris threatens to take him away and see that he's killed. Romeo alludes to his coming suicide and begs Paris not to make him draw arms; he does not wish to commit another crime.
