If you are referring to act 1, there has just been a brawl. Romeo shows up all sad because The girl that he is in love with (Rosalind) does not love him back. Romeo is a Montague. In act one scene 5, Romeo has met and fallen in love with Juliet. This can pose problems for Tybalt is already angry at seeing Romeo at the Capulet party. Should there be any more violence, the Prince has decreed they shall "pay the forfeit of the peace with their life".
