how is Juliet logical where Romeo isn't in act 4

In Act III, Romeo is so desperate after his banishment that he tries to kill himself. In Act IV, we see Juliet, just as desperate, making what she believes to be rational plans in order to reunite with her husband. The result is a tragedy, but she is not impetuous..... fate merely fails to cooperate.
