Because Juliet does not want to be married to Paris, she is cool, but "proper." He hopes that she is excited about getting married, since he is. He is assured that the wedding will take place, but she acts hesitant, which surprises him. He feels confident; she just wants to avoid the subject entirely, because she does not plan to be married to him.
