Why do you think Harlan Granger declares there will be no lynching on his land?

Harlan Granger forbids the nightriders from lynching T.J. on his property. He will clearly allow them to hang T.J. elsewhere. He controls T.J.’s fate because the Averys are sharecroppers living in a house he owns on his land. He does not want to take responsibility for T.J.’s death, but he isn’t interested in preventing it either.
