Captain Asa Clardy is a main character and acts as the antagonist to Jeff's protagonist. Clardy is a vindictive man who holds grudges and uses his senior position to dole out the worst punishments for Jeff. I would probably pick the path of least resistance to this guy but your question is asking for your opinion rather than mine.
