why are they able to shoot certain dinosaurs without changing time?

Shooting anything that might interfere with the future of man is not allowed. The dinosaurs chosen for the hunt are dinosaurs that have experienced an accidental death..... they will die anyway, thus, shooting them will not alter the course of the future.
