Why is chance such a difficult concept for Priam and the royal court?

Priam and his court believe in destiny and accept that the will of the gods will be done..... that the will of the gods control everything. Chance is difficult to accept because it belies their beliefs, and it means that the gods do not control all things..... that possibly, humanity has the ability to change their destiny.
