Who is the Richard whose first name appears only once in P&P?

Lydia, in Chapter XIV, says "... my uncle Philips talks of turning away Richard, and if he does, Colonel Forster will hire him." I wonder if he could be one of Philips' clerks? Alternatively the reference could just be to show the sort of idle fancies and gossip that Lydia indulgences in.
