The masses (general public) are like sheep. They are ignorant and easily manipulated by the Islamic State. They are uneducated and basically "dumb" like sheep. THey lack educatiion and the ability to see how they are being manipulated. 

The title ‘the sheep’ is significant because it symbolises the people of Iran being fearful. It compares the iranian majority to a flock of sheep, who follow each other around and make choices as a group regardless of personal opinion, because they are told that it is the right thing.
