what is Baiea's Bay referred in Shelley's "Ode to The West Wind"?

It is a location at the northern end of the Gulf of Naples. Under the water one can see Roman ruins which shift when such things as earthquakes occur. Seaweed fills out the picture of these visible ruins as the "moss and flowers."
