Analyze the poem's most ambiguous line "The hand that mocked them and the heart that fed." Whose hand or heart is this referring to?

I always interpreted it as the hand that mocked or "recreated" those passions in that image was the sculptor himself. "The heart that fed those passions" belonged to the King.
