Once a refugee is resettled in the United States, there are still human rights violations being committed: language rights, women’s rights, economic rights, housing rights, etc. Were the refugees set up to fail?

This is difficult to say. Certainly in tough economic times, refugees and new immigrants take the brunt of cutbacks. Both USA and Canada are countries built by immigrants. Having nothing when they get here seems to be the status-quo. I'm not saying it's right but it is something refugees have always dealt with.
