Explain why Othello says he can't reinstate Cassio.

Othello wants to make an example of Cassio for being undisciplined and not following orders. Iago has already laid the seeds of doubt in Othello's mind regarding Cassio and Desdemona. Desdemona's repeated pleas to reinstate Cassio angers Othello and makes him reluctant to rescind his order.
