why is important that nurse retched is rationing cigarettes to plot development?

This is a power play on Ratchet's part. Cigarettes are like water to some of these patients. Nurse Ratched realizes their importance and hopes to leverage them to gain control. Unfortunately withholding cigarettes will play out against Ratched in the plot development.
