Discuss the behavior of the doctors toward Nurse Ratched in the staff meeting. What theme does this emphasize?

Even the doctors are subservient to the Nurse. During meetings they attempt to satisfy what she wants. The doctors say things that the nurse wants and, like the patients, operate on a punish/reward process. Ratched's silence is terrifying to them. Again the themes of manipulation and control come into play.
