Include the numbering system, the roll calls and searches, the hierarchy of prisoners, and the guards' actions.

I think your list there explains much of it. The soldiers were there to break the inmate's spirits. This was a detention camp so every part of it was designed to punish, break and humiliate. The guards themselves were prisoners of sorts. They didn't want to be in this cold hell any more than the prisoners did. Much of their frustrations were taken out on the prisoners.
