Why did the author choose to write a work of fiction in order to share his Gulag experience with an audience? Why not nonfiction?

Writing the book as a memoir of his own experiences would have been dangerous and likely have cost the author his life. Even at the time of publication, releasing the book put Solzhenitsyn's life in danger.
