Why is Oliver blamed for the theft of Mr Brownlow's handkerchief?

I reality, Oliver is caught because he doesn't run fast enough. Dodger knows he has to move.... that there's no time to think. He also knows the layout of the streets. Oliver simply doesn't get away quickly enough.
