What circumstances lead the gentleman of the board to think Oliver a fool?

Oliver was told he needed to appear before the Board, but he had no idea what "board" referred to...... when he went before them, he was told to bow to the "Board," and not knowing any better.... he bowed to the table (made of wood). This action led the gentleman to believe he was a fool.
