Because a great deal of the power of the government rests within the various Indian states, there is a need to express the many ideas that come from outside the central location of the federal government. Because India was controlled by Britain for many years, the government evolved much like the British government at the time that a free India was created.

India evolved into a multi-party system after the election of 1989. The elections and their results were directly linked to the chaos within the countryand were also a direct result of an anti-corruption campaign. These changes also occurred as a direct result of the murder of Mrs. Gandhi, the Sikh riots, and terrorist threats to national unity and integrity.
