We really must look at this situation within the context of the time and place. the story takes place during the depression era in the United States. These are ranch men who work hard. Having animals as pets is not a priority. Many men share the bunkhouse and Candy's old dog affects them all. Candy's old dog is seen as a liability in a world that exists on practicality and survival. It is actually Slim who gives the nod for a final decision. Slim is seen as a calm, kind, and rational voice on the ranch. I think it was better for the dog to be put down.
