What were the legal resources that were available in the 1930's for people who were struggling as migrant farmers?

One of them i noticed were crooks had the civil law book. please include quotes with page numbers from the book.

Really there were none. This was the era of the Great Depression. Most of the population in America were trying to feed themselves. Migrant workers were away from their families or simply alone.
