This happens just after the body of Curley's wife is discovered in the barn. Lennie will not escape this even though he didn't mean to kill her. The death of Curley's wife represents the death of their dream farm. George will never go through with it without Lennie. Candy is heartbroken. The whole passage represents broken dreams and the illusion of hope that guys like Lennie, Candy, and George clink to in order to survive.
