What other actions could have been taken successfully besides the permanent step of killing Lennie

I don't think there was much else that George could do. Most likely Curley would have insisted on running down Lennie and killing him. This would have been a traumatic death for Lennie. Slim states that even if they were to hold back Curley, Lennie would be put in a cage for the rest of his life.
