Oedipus Rex or Oedipus the King

why does Tiresias initially refrain from divulging the truth to Oedipus and assembled others? What is Oedipus’s response to Tiresias’s refusal, and then later, to his accusations?

Tiresias doesn't want to intervene into events already decided by the Gods. Oedipus pesters him for the truth and calls his prophetic powers a fraud. When he finds out, Oedipus is in some major denial.
