why did Obi failed in tackling the issue of corruption?

In the book No Longer at Ease, Obi failed in changing or tackling the issue of corruption, his inaction led him to eventually take bribes. why? what factors hinder his success in wiping out corruption or atleast doing something about it?

Obi is a flawed protaginist. His acceptance of a bribe constitutes the main conflict of the story. Obi is prideful, ambivalent about his culture, naïve, and selfish. He is not self-reflective and finds it difficult to take control of his life.
